Galmudug President Ahmed Abdi Kariye Qoor Qoor and National Intelligence and Security Agency Director Mahad Salad have reached a preliminary understanding after days of talks on Galmudug’s upcoming election, sources familiar with the discussions said.

The talks, held over four rounds, focused on the regional electoral process, particularly plans to move toward a one-person, one-vote system. 

Sources close to the negotiations said the two sides agreed on key points needed to move the process forward. Prime Minister Hamza Abdi Barre is expected to travel to Dhusamareb to help finalize remaining issues and announce a formal agreement.

 The discussions come amid political tension over the Galmudug election and the role of the Justice and Solidarity Party (JSP), the political party associated with President Hassan Sheikh Mohamud.

 JSP recently named Libaan Ahmed Hassan as its candidate for the Galmudug presidency, a move that Qoor Qoor, who is also a member of the party, had reportedly opposed. Recent reports indicate Qoor Qoor has now accepted Libaan’s candidacy, though negotiations have not yet concluded.

Galmudug Vice President Ali Dahir Iid praised Qoor Qoor in a Facebook post, describing his decisions as "courageous” and saying they strengthened Galmudug’s reputation and unity.

Ali Dahir said the planned shift to a one-person, one-vote system would give residents a direct role in shaping their political future.

He also said the Galmudug administration had made significant progress over the past six years, attributing the achievements to political cooperation and stability.

Separately, House of the People lawmaker Abdisamad Moalim Hassan congratulated Qoor Qoor and praised his role in the formation and development of Galmudug State.

 The lawmaker also welcomed Libaan Ahmed Hassan as Galmudug’s new JSP candidate and wished him success.

His remarks appeared to indicate that President Hassan Sheikh Mohamud’s administration had succeeded in securing agreement for Libaan to participate in the election as the party’s preferred candidate to replace Qoor Qoor.

Galmudug’s election is expected next month. Under the proposed model, local voters would elect lawmakers through a one-person, one-vote process, after which the lawmakers would choose the regional president.

The model is similar to the process recently used in South West State.
