promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC Somalia delegation in Nairobi is seeking for an experienced and motivated person to fill the position of:

 

DEPUTY HEAD OF OFFICE -MOGADISHU

He/She will assist the Head of Office (HoO) in preparing the strategic decisions. Advises the HoO on operations orientations (culture, politics, economics and security). Assists the HoO in the establishment of the PfR (Planning for Results) objectives and budget elaborations and monitors its implementation.

Main Responsibilities:

·Assists the Head of Office in the definition, implementation and follow-up of projects in her/his area of responsibility;

·Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities;

·Assists theHead of Office in the analysis of the security environment and related risks, suggests measures and supervises their implementation;

·Ensures the relevance of programs/activities (Health, Economic Security, and Water &Habitation) and their implementation according to ICRC mandate, its principles and standards and proposes and implements changes in programmes where justified by changes in context;

·Responsible for supervising the Administration department as well as the support services of Logistics and Air Operations;

·Ensures that security rules and procedures are followed by all staff under his/her supervision and personally applies them in an exemplary manner;

·Provides security guidance (briefing, instructions) and resources (cars, security guards) to staff, as instructed by the Head of Office;

·Develops and maintains contacts with, and represents the ICRC towards a range of interlocutors involved in the programmes under his/her purview;

·Maintains constructive relations with the Somali Red Crescent Society (SRCS) for the files under his/her purview;

·Manages, supervises and coaches the staff under her/his direct supervision;

·Manages the appraisal process of the team under his/her direct supervision and ensures that they have access to professional development opportunities;

·Maintains a regular (oral and written) communication flow on all aspects relevant to his/her function (analysis, contacts, internal management, operations, etc.);

·Writes / produces any written communication relevant for the area of responsibility, including field trip reports, Minutes of Meetings, specific analytical memos, etc.

Minimum requirements:

·Bachelor´s and/or Master´s Degree in relevant fields,

·5 years of experience in a similar field of activity,

·Excellent interpersonal and communication skills with fluent knowledge of spoken and written English& Somali,

·Computer literate with very good knowledge of MS Office, particularly Word, Excel and Power Point,

·Confirmed leadership, management and analytical skills,

·Detail-oriented, methodical, highly organised in their work, and practices strict adherence to timelines,

·Possessing a strong degree of honesty and integrity, and a solid sense of ethics including the ability to appropriately handle confidential information,

·Excellent knowledge of the political, social and cultural context of the assigned environment,

·Flexible and motivated self-starter personality.
